Once promised a new public swimming pool in the La Latina neighborhood of Madrid, the residents have been understandably pissed to learn that the local town hall has instead decided to erect a strip mall in its place, so they took to creating their own kind of swimming pool made from illuminated plastic cups, a glow-y reminder of what the area was once and still should be.
